Preparing for the Apprenticeship Levy

For LVSC’s Employment and Skills network members to receive information on the Apprenticeship Levy, in terms of what it means for voluntary, community and social enterprise (VCSE) organisations, including opportunities and support to recruit apprentices to their organisation.

Background

In spring this year the way the Government funds apprenticeships in England is changing. Some employers will be required to contribute to a new apprenticeship levy, and there will be changes to the funding for apprenticeship training for all employers.

The Department for Education are introducing the apprenticeship levy on 6 April 2017. The levy requires all employers operating in the UK, with a pay bill over £3 million each year, to invest in apprenticeships.

Employers, who haven’t paid the levy and want to purchase apprenticeship training from a provider, will have 90% of their training and assessments being paid by the Government, while the employer will be responsible for paying 10% of the costs.

Black, Training, Enterprise Group (BTEG) is a networking organisation supporting VCS organisations and community businesses, working on national policy development, undertaking action research, and directly supporting young people from black, Asian and minority ethnic communities. The Group plays a formal advisory role through the Department for Education’s Apprenticeship Equalities and Diversity Advisory Group.

Fair Train is the national expert in all forms of work experience and the creator of the Work Experience Quality Standard, now adopted by more than 400 organisations. It is also the Group Training Association (GTA) for the Voluntary and Community Sector (VCS) and, in that capacity, is leading the Trailblazer process for the formation of the new apprenticeship standards for the sector. Trailblazers are groups of employers (in this case charities and not for profits) committed to designing new and improved apprenticeship standards, with the aim of increasing UK productivity and offering young people brighter career prospects by providing a vocational entry route into the sector.

Aim:

For LVSC’s Employment and Skills network members to receive information on the Apprenticeship Levy, in terms of what it means for voluntary, community and social enterprise (VCSE) organisations, including opportunities and support to recruit apprentices to their organisation.

Objectives:

  • Update from the Skills Funding Agency on how the Apprenticeship Levy will work, including opportunities and support for London VCSE organisations to recruit apprentices.
  • Update on the Department for Education’s commitment to increase apprenticeship starts for black, Asian, minority ethic (BAME) individuals and those with learning disabilities, and how VCSE organisations in the capital can support this.
  • Finally information on the Fair Train Trailblazer process for the formation of the new apprenticeship standards for the VCSE sector, and how LVSC’s Employment and Skills network members can take this forward.
